In the twenty-first century, transatlantic tensions persist, but the principal threats to global economic stability are elsewhere.

The Secretariat consists of approximately 700 professionals – economists, lawyers, scientists, and others – and a support staff of 1,600. This makes the OECD one of the largest international bureaucracies (much larger, for example, than the World Trade Organization [WTO]), and every year approximately 40,000 national government officials attend OECD committee meetings. In the OECD’s own words, its committees and working groups provide “a setting for reflection and discussion, based on policy research and analysis, that helps governments shape policy” (OECD 2004c, 4).
