The first of these was the discovery of the New World and the consequent expansion of the Spanish Empire. The impact of this development on Basque social and economic structures can hardly be exaggerated. Spanish interests in the Western Hemisphere demanded high levels of commercial intercourse and a skilled and energetic mercantile class. Such a class arose readily in the coastal Basque provinces of Vizcaya and Guipúzcoa. For the first time, there was a Basque elite whose economic interests were identified with a strong and vigorous Spanish state.
The fact that the present-day provinces of Alava, Guipúzcoa and Vizcaya are referred to as the Provincias Vascongadas suggests that these regions may have been incorporated within the dukedom. On the other hand, given the traditional difficulty of controlling the Basques, it seems likely that the authority of the duke declined proportionately to the distance south from the Pyrenees. In any case, the establishment of the Dukedom of Vasconia marked a crucial watershed in Basque political development.
