Not necessarily; but to be better than doing nothing, any strategy must start by defining the problem in a way that accepts that certain levels of alcohol abuse and drug abuse are i n ­ evitable in the kind of society we live in—that they are "difficulties" of our society. BEGINNING So how do we respond when someone presents us with a more or less clearly defined problem and asks for our help i n tackling it?

From a systemic point of view, we may say that individuals and the organizations with which they are associated are not distinct. As John Donne said, "No man is an Hand, intire of it selfe". Organizations confer an identity on their members, and insofar as they become attached to these identities, they resist changing them. So managing change entails providing space in which people can renegotiate their relatedness to the organization and at the same time evolve a new sense of themselves. This is an ideal: we are well aware that much organizational change is violent and does not provide this space.

But if the attempt is made to elimi­ nate i t through prohibiting the sale of alcohol, the cure turns out to be worse than the disease, as was found in the United States i n the 1920s. The ban makes people more aware of their desire for drink, entrepreneurial ingenuity is mobilized to satisfy it, and alcoholism increases. I n the attempt to stop this, the forces of law and order clamp down even more strongly, but with the effect of compound­ ing the problem rather than eliminating it. Low-grade alcohol becomes an additional public health problem, and there is wide­ spread corruption, smuggling, and gangland warfare.
