Political Propaganda by F. C. Bartlett, Ernest Barker

By F. C. Bartlett, Ernest Barker

The fundamental objective of the booklet is a critique of the assumptions of totalitarian propaganda and the concomitant development of ideas which dedicate neither the fallacy of despising human intelligence--as do the totalitarians--nor of defying it--as do the heads-in-the-clouds idealists. accordingly, Professor Bartlett inspects the proof in want of the view that guy within the mass betrays a primitive, childlike intelligence, a game of subconscious urges to be performed upon through an elite versed within the secrets and techniques of human manipulation. The ebook, due to its obstacles of house, is in charge of a superficial dialogue of the heritage of propaganda and the restrictions of assorted propaganda media. To the reviewer it sounds as if this part could have been skipped over in want of extra dialogue of propaganda approach. one other fault is the shortcoming, seen through its absence, of attention of the relation of propaganda to the context of occasions on which it occurs. the main becoming remark the reviewer could make, despite the fact that, is that Professor Bartlett has stuffed into the pages of his slender quantity a majestic array of provocative insights, wise conclusions, and arresting hypotheses--many of that have stood the try of contemporary heritage.

The manner may be sharp, incisive, commanding, direct, set in terms of exagger ation and superlative; or it may be in terms of hints, soft, insinuating, subtle, disguised and in direct. The greater the prestige, and especially the greater the " bolstered and artificial prestige," as it may be called, the more likely is the first form to be used.

The arch-propa gandist of Germany, Reich Minister Dr. Goebbels, has shown himself to be particularly partial to this line of approach. On July 14, 1939, for example, he published in Volkischer Beobachter a public reply to certain pamphlets which Stephen King-Hall had caused to be circulated in Germany. Apparently he considered this reply to be highly successful and, since much of the German propaganda is dominated by the simple belief that what is " g o o d " in Germany must be equally " good " elsewhere, he got it translated and very widely distributed in this .

Right and wrong, good and bad, truth and lies do not matter, but consistency everybody believes to be necessary. The current practice of political propaganda suggests very strongly that the only kind of consistency that is really considered important is consistency within a single time and topic. Here, in another way, Herr Hitler's con temptuous " the forgetfulness of the masses " comes in again. Space out inconsistencies sufficiently and they will escape notice. This of course is to admit that after all " the masses " must be helped to forget.
