36 Sechser took the commonly held argument that civilian leaders are more prone to use force than military leaders because the military understands more fully the implications of war, having experienced war on the frontlines, and thus are more reluctant to engage in it. Using scientific modelling, he argues the reverse by offering the first cross national evidence in support of the argument that military officers are more likely than civilians to favour the use of force. As the most recognizable embodiment of political groupings, it is intuitive to reason that political leaders are key actors in the creation, control and/or culmination of violent conflicts.

Revisiting the political leadership literature The literature on political leadership can be subdivided into four distinct bodies of work. 8 Much of their work focused on the creation and organization of a good society. 9 However, while leadership does not appear to have been the main focus of the study in many classical 24 Political Leadership and the Northern Ireland Peace Process works, a common thread runs through them all which further emphasizes their pessimistic outlook on leadership. This common thread is of issues related to conflict, violence and unethical behaviour.

Secondly, some of the literature falls into the trap of creating dichotomous distinctions between leaders; Rothstein’s elucidation of strong versus weak leaders in a peace process is a case in point. The point to be distilled is the same as before in that creating such dichotomies runs the risk of ignoring the more nuanced realities of political leadership in Northern Ireland. The importance of these points to the developing argument of this book is that they highlight the inevitable need for an alternative interpretation of political leadership during the Northern Ireland peace process which steers clear of dichotomous distinctions and the normative view that peace is made by political leaders who have in some way transformed.
