WORLD WAR I THROUGH WORLD WAR II ■ 29 While the far left openly organized industrial workers, miners, and peasant farmers, the far right—mainly current and former army officers— established secret paramilitary groups. The most prominent figure of the extreme right was Gyula Gömbös de Jafka, an aide on the Hungarian general staff who attempted to unite the paramilitary groups under his own organization, the National Militia Association.
In October 1918, a month before the end of World War I, Hungary experienced a massive political upheaval. Charles I issued a manifesto on October 16 that declared Austria-Hungary’s willingness to end its participation in the war. The same day, Hungarian premier Wekerle proposed an end of the Dual Monarchy, with Austria and Hungary to function as separate nations. Neither the manifesto nor the proposal addressed the issues of Slav independence or far-reaching reforms in Hungary. Wekerle resigned as premier on October 23, 1918.
The protesters were demanding the appointment of the reformer Count Károlyi as the new Hungarian premier. Rather than bow to reform, the defiant emperor picked Count János Hadik—a favorite of the landed elite—to lead the government. But the Hadik government had no effective control of the streets of the capital, where the residents were on the verge of revolution. Units of the Territorial Army, which had pledged their support of the Hungarian National Council, seized Budapest railroad stations, the central telephone exchange, and key government buildings on the night of October 30.
