During the summer of 1943, the Japanese position in the Solomon Islands deteriorated to such an extent that the Z Plan had to be modified by removing the Bismarck, Gilbert and Marshall Islands from the vital areas that its powerful fleet would defend. Notwithstanding that the fleet would not assist in the Gilberts and the Marshalls, land-based island garrisons would be reinforced so that they could put up a prolonged resistance. Plans were developed to redeploy land-based aircraft from flank areas to meet any attack as it developed.
