To what sort of experience and to what cultural traits does this newly fashionable word refer?

The second tendency ran parallel to the first, starting early in the 'model villages' of a few philanthropists who associated industrial success with a 'feeling good' factor among the labourers. Instead of relying solely on the grinding coercive powers of the machine, they put a wager on the moral standards of labourers, their religious piety, the ampleness of their family lives and their trust in the boss-patron. Model villages built around factories were equipped with decent dwellings, but also with chapels, primary schools, hospitals and basic social amenities - all predesigned by the factory owners along with the rest of the production complex.

So the choice between the two major parties has come down to a choice between cynical lies and terrified silence. Something happened which never occurred as a possibility to Menenius Agrippa when he harangued the plebeians to stay in Rome and abandon their plans to secede and leave the patricians on their own. Menenius Agrippa would be astonished to learn that in the end it was not the plebeians but the contemporary equivalents of the patricians of ancient Rome who (by design or by default, but never looking back since) decided to 'secede', to opt out from their commitments and wash their hands of their responsibilities.
