Negotiations can succeed but they can also fail. Treaties can be adhered to but they can also be violated. Being prepared to make such statements seems to me to be a duty as a citizen. I have nothing to retract from what had been said then; and I am willing, when it seems necessary, to express myself again about concrete issues of the day. Today, however, I have another aim.
