The facilitations of peace that I spoke about before, such as, for instance, disarmament treaties or the United Nations, are, in fact, not such extreme options. Negotiations can succeed but they can also fail. Treaties can be adhered to but they can also be violated. And exactly for that reason humanity has not been able to dispense with the last resort of war.

Being prepared to make such statements seems to me to be a duty as a citizen. I have nothing to retract from what had been said then; and I am willing, when it seems necessary, to express myself again about concrete issues of the day. Today, however, I have another aim.
